As we face the challenges of an aging population and the redistribution of medical resources, home healthcare is emerging as the future of medical services. Taiwan and Japan are at the forefront, combining AI, ICT, and innovative medical devices to transform care from hospitals to homes. With both countries entering a super-aged society, the implementation of home healthcare policies and the development of advanced medical technologies are essential for effective home care and hospital referrals.
This forum, guided by the Department of Industrial Technology, Ministry of Economic Affairs, and hosted by the Biomedical Technology and Device Research Labs (BDL) of ITRI and Teijin Pharma, will focus on the latest developments in home healthcare policies and technologies. Experts from Taiwan and Japan will share insights on practical policies, ICT applications, AI-integrated home diagnostics, and innovative medical devices. Through policy dialogues and industry exchanges, we aim to foster cross-national cooperation and create a new paradigm for home healthcare in Taiwan and Japan.

Dr. Tanoue is a highly accomplished medical professional with over 21 years of practice experience and more than 11 years of management expertise. As the Owner and President of 13 clinics, one hospital, one company, and one pharmacy, Dr. Tanoue has demonstrated exceptional leadership and dedication to improving healthcare services. Following the 2011 earthquake in the Tohoku area, Dr. Tanoue managed a hospital to address medical service shortages, showcasing their ability to handle crises effectively.
Dr. Tanoue has also established a community business, creating a network of 300 primarily Japanese doctors to tackle healthcare challenges in Japan and the U.S. This initiative highlights their commitment to fostering collaboration and innovation in the medical field. In collaboration with SoftBank Inc., Toyota Inc., and trading companies, Dr. Tanoue developed IT-based medical operations and an operational model without receptionists, clerks, office managers, and nurses, pioneering a new approach to healthcare delivery.
Their achievements have been recognized widely, including being featured in NHK's morning drama series "Okaeri Mone," which brought significant media coverage. Dr. Tanoue's educational background includes graduating from Lasalle High School in Kagoshima, Japan, and earning a medical degree from the University of Tokyo. Additional training at Hawaii University, UCLA, and McGill University further enriched their expertise.
Dr. Hung-Jung Lin, M.D., M.S., is the esteemed Superintendent of Chi Mei Medical Center. With a robust educational background, Dr. Lin earned his medical degree from Taipei Medical University and later pursued an Executive MBA at National Cheng-Kung University. His professional journey is marked by significant contributions to both clinical practice and healthcare management.
Dr. Lin has held various pivotal roles at Chi Mei Medical Center, including Chief Medical Deputy Superintendent and Medical Deputy Superintendent. His leadership extends beyond the hospital, having formerly served as CEO of the Joint Commission of Taiwan and President of the Taiwan Society of Emergency Medicine, and founded the Taiwan Society of Lifestyle Medicine in 2023. With extensive experience in healthcare management and accreditation reform, he has led three major initiatives strategic over the past two years: advancing smart healthcare through AI, promoting holistic care through lifestyle medicine, and pioneering the Hospital at Home program to realize a “hospital without walls.” He is committed to driving healthcare innovation to enhance population health and build a resilient regional healthcare system.
Under Dr. Lin's stewardship, Chi Mei Medical Center has flourished as a leading healthcare institution in Taiwan, renowned for its innovative medical practices and commitment to patient care.

Akihiro (Aki) Maeda is spending over 23 years in Teijin, currently a head of scouting medical devices for home-use in business development & license department, and leading strategic open innovation activities such as its own accelerator program, corporate venture arm, early-stage incubation, and other strategic alliances with external partners.
Prior to this role, Aki was a resident for business development working at California office, US in Teijin for 5 years to appeal Teijin’s presence for home healthcare and to seek for licensing-in opportunities with North American (USA & Canada) companies.
Dr. Yohei Maeshima, M.D., Ph.D., MBA, is a distinguished medical professional and executive with extensive experience in clinical practice and healthcare management. He completed his medical degree at Okayama University Medical School in 1991, earned his Ph.D. in Internal Medicine in 1997, and obtained an MBA from GLOBIS Management School in 2018.
Dr. Maeshima began his career as a Clinical Resident in Internal Medicine at Onomichi Municipal Hospital and later served as Medical Staff and Lecturer at Okayama University Medical School. He was a Postdoctoral Research Fellow at Beth Israel Deaconess Medical Center, Harvard Medical School, from 1998 to 2001. Upon returning to Japan, he held various academic positions at Okayama University, eventually becoming a Professor in the Department of Chronic Kidney Disease and Cardiovascular Disease.
In 2014, Dr. Maeshima transitioned to a leadership role as Director of Kawanishi Holdings, Inc., and later became its President and CEO. Since 2021, he has been serving as the President and CEO of OLBA Healthcare Holdings, Inc., where he oversees the company's operations and strategic direction. Under his leadership, OLBA Healthcare Holdings has expanded its portfolio to include medical devices, home care items, and SPD (Supply Process and Distribution) business.

Carson Chen is a seasoned entrepreneur and healthcare innovator with over 15 years of experience in smart health. His work bridges medical technology and consumer health, addressing the rising demand for at-home care and chronic disease management across Asia and beyond.
Carson holds a Ph.D. and B.S. in Electrical Engineering from National Taiwan University and conducted research as a visiting scholar at Stanford, MIT, and Caltech, deepening his expertise in biomedical innovation. In 2012, he co-founded iXensor, focusing on rapid testing solutions for chronic diseases and women's health. Under his leadership, the company launched groundbreaking at-home testing devices and achieved key international regulatory approvals.
Since becoming Chairman in 2021, Carson has driven iXensor’s strategic pivot into AI-powered health services and is actively building partnerships with pharmaceutical firms, diagnostics companies, and healthcare providers to deliver next-generation digital health solutions globally.
